QUALITY ASSURANCE
The Education Quality Assurance Specialist will support the Education Project Sub-Activity 1.1: Quality Assurance in the implementation of the Compact (initiation to completion), building collaborative relationships with project stakeholders, supporting evidence-based decision-making, and overseeing aspects of the budget, contracts, and contractor performance. The Specialist will operate under the supervision of the Director, Quality of Secondary Education.
POSITION OBJECTIVE
The basic salary for this position is between $4,803.00 to $6,533.00 BZD per month. Qualified candidates will be offered the minimum of the pay band, with opportunities to advance within the pay band based on performance. In exceptional cases, a candidate may be placed above the minimum based on prior experience and salary history, in compliance with MCA HR Policy. MCA-Belize also provides comprehensive benefits, including an
allowable relocation cost for a foreign resident of up to a maximum of $5,000.00 USD. NOTE: This position does not include expat benefits.
COMPENSATION RESPONSIBILITIES
- Assist the Director, Quality of Secondary Education in the development, review, and implementation of Sub-Activity 1.1. Oversee and support the management of contractors’ performance on Sub-Activity 1.1, ensuring compliance with the project requirements, timelines, and deliverables.
- Support stakeholder engagement with MCA Staff, MCC Staff, and Government counterparts to integrate technical input into project planning, Terms of Reference, work plans, budgets, timelines, and monitoring mechanisms.
- Contribute to institutional strengthening of the MoECST by supporting the development and application of quality assurance policies, standards, guidelines, and operational frameworks.
- Support the MoECST in the use of education data and quality assurance findings for performance monitoring, learning, and reporting in alignment with MCC’s and MCA-Belize’s Monitoring, Evaluation, and Learning (MEL) Framework.
- Identify implementation risks and propose mitigation strategies related to data integrity, contractor performance, institutional capacity, and system sustainability.
- Coordinate closely with MCA Staff and Government counterparts to ensure effective oversight of Sub-Activity 1.1, including participation in field missions, technical reviews, and consultations.
- Maintain accurate documentation, records, databases, and documentation to support reporting, audits, and communications.
REQUIRED COMPETENCIES
- Bachelor’s Degree in Education, Education Leadership, Quality Assurance, or a related field.
- At least five (5) years of progressively responsible experience in education reform, quality assurance, education systems strengthening, or related large-scale programs/projects.
- Demonstrated experience working on educational policy, institutional reform, school supervision, or system-level initiatives.
- Experience applying quality assurance processes to improve teaching, learning, and school performance, including the review, development, and evaluation of training and learning materials.
- Strong analytical, interpersonal, and problem-solving skills.
- Excellent written and verbal communication skills in English.
- Fluency in Belize Kriol and/or Spanish is preferred.
- Knowledge of the Belize education system is an asset.
PREFERED COMPETENCIES
Master’s degree in Education, Education Leadership, Quality Assurance, or a related field.
Familiarity with using data to drive quality assurance.
